Where Phoenix Would Get Water If Lake Powell Failed

"Lake Powell fails" sounds like the opening line of a disaster movie, and for Phoenix, a metropolis of nearly five million people baking in the Sonoran Desert, it sounds especially grim. But here is the reassuring truth: if Lake Powell went down, Phoenix would not simply run dry. The city has spent more than a century quietly preparing for exactly this kind of bad day. Here is where its water would actually come from.

The Colorado Is Only Part of the Story

First, a fact that completely reframes the scare: only about 40 percent of Phoenix's water comes from the Colorado River. That share is delivered by the Central Arizona Project, a 336-mile canal that pulls from Lake Havasu, which sits downstream of Lake Mead, which is in turn fed by Lake Powell. If Powell failed, that whole chain would be threatened, and Phoenix would lose access to a big chunk of its supply. But not all of it, and crucially, not the most important part. It also helps to know that this canal water is the lowest-priority Colorado supply on the entire river, a deal Arizona struck back in the 1960s, which means Phoenix has always planned for the day it gets cut.

The Salt and Verde Rivers

Phoenix's real backbone has nothing to do with the Colorado at all. Nearly 60 percent of the city's water comes from the Salt and Verde rivers, two in-state waterways fed by snowmelt from Arizona's own central mountains and managed by the century-old Salt River Project. Phoenix holds high-priority, senior rights to this water, which makes it remarkably reliable, and these watersheds are far less exposed to the long Colorado drought than the river itself. In other words, the majority of Phoenix's water was never coming from Lake Powell in the first place, and a failure there would leave that larger, more dependable supply untouched.

A Bank Account Underground

Arizona has also been doing something quietly brilliant for decades: saving water underground for a rainy day, in a place that gets almost no rain. Under the landmark 1980 Groundwater Management Act and the Arizona Water Banking Authority, the state has deliberately stored millions of acre-feet of surplus water back in its aquifers. Phoenix alone has banked roughly 700,000 acre-feet as an emergency reserve, with a growing fleet of wells standing ready to pump it back to the surface. It is, in effect, a savings account built specifically to be drawn down during a Colorado shortfall, and the balance is substantial.

Recycled Water and New Supplies

The city stretches every drop, as well. Phoenix recycles roughly 97 percent of its wastewater, one of the highest reuse rates in the country, putting it back to work cooling the enormous Palo Verde nuclear plant, watering landscapes, and refilling aquifers. It is now building advanced purification plants capable of turning that recycled water into fresh drinking water outright. Add a long track record of conservation, since the region has kept growing for decades while steadily using less water per person, and Phoenix has genuine slack in its system to absorb a shock rather than shatter under it.

Why Phoenix Is More Ready Than You'd Think

Perhaps most telling of all, Phoenix has built infrastructure aimed squarely at this exact scenario. It recently finished a roughly 300-million-dollar "Drought Pipeline" designed to carry Salt and Verde river water into the northern neighborhoods that historically leaned hardest on Colorado supplies. The city also draws only a fraction of its full water rights in normal years, leaving headroom to lean on when needed. None of this means a Lake Powell failure would be painless. It would be a real blow that forces genuine cutbacks, and those cutbacks would fall first on agriculture and future growth rather than on the taps inside existing homes. But run dry? Not this city. Phoenix is, somewhat improbably, one of the best-prepared major cities in America for the day the Colorado stops flowing.
