Why Sea Otters Live On Only One American Coast
The first thing to clear up is that sea otters were not wiped out of the Atlantic. They were never there. The species and its immediate ancestors have been confined to the North Pacific for roughly two million years, which means the absence of otters from Maine or the Carolinas is not a conservation failure but a fact of where the animal evolved and what it needs to survive. And what it needs is unusually specific: it is the only marine mammal on Earth with no blubber, it burns energy at more than double the rate of any land mammal its size, and it can only feed in water shallow enough to dive to the bottom of. Those three constraints together draw a map, and the map is the Pacific rim.
Here is what actually pins them there, starting with the reason they could not simply have swum somewhere else.
They Evolved There And Stayed

Sea otters diverged from freshwater mustelids around five million years ago, which makes them the most recently derived marine mammal on the planet and a very late arrival compared with whales or seals. The fossil record then traces the Enhydra lineage as isolated in the North Pacific from roughly two million years ago, with the line running through the extinct Enhydra macrodonta to the modern species.
That isolation is the simplest part of the answer. The animal appeared on one ocean rim, never dispersed beyond it, and has no Atlantic history to have lost. Every other constraint below explains why it never made the crossing.
The Blubber Problem
Every other marine mammal solved cold water the same way, by growing a thick insulating layer of fat. Sea otters did not, and they are the only ones that did not. Instead they rely entirely on fur, and the result is the densest coat in the animal kingdom at somewhere between 850,000 and a million hairs per square inch, arranged in an undercoat with longer guard hairs over it. The coat works by trapping a layer of air against the skin, which provides both insulation and buoyancy.
It is a good system with a serious weakness. Fur only insulates while it is clean and properly groomed, which is why sea otters spend hours a day grooming and why an oil spill kills them so efficiently. Oiled fur loses its insulating properties and the animal chills to death.
A Swimming Furnace

The second half of the thermal solution is metabolic, and it is extreme. A sea otter runs a metabolism more than double that of any land mammal of comparable size, maintaining a body temperature around 100 degrees Fahrenheit in water between about 35 and 60 degrees.
Paying for that requires constant eating. Sea otters consume roughly 25 to 30 percent of their body weight every day, and a large male can get through 15 pounds of food. A USGS wildlife biologist has described the animal as essentially a swimming furnace, which is the most useful three-word summary of sea otter biology available.
That appetite is the real constraint on range. An animal eating a quarter of itself every day cannot live anywhere the seafloor is not extraordinarily productive, which rules out most of the world's coastline before any other factor is considered.
They Cannot Dive Deep
Then there is the depth limit, which narrows things further. Sea otters feed on benthic invertebrates, meaning animals living on the seabed, and they are restricted to shallow water, generally under about 35 meters or 115 feet.
That is a hard geographic filter. A sea otter needs a broad, shallow, rocky or sandy shelf carrying dense populations of urchins, abalone, clams, crabs and snails, close enough to the surface to reach on a breath-hold dive.
Combine that with the food requirement and the picture narrows sharply. The animal needs a shelf that is shallow, cold, highly productive and close enough to shore to be worth working, which is a demanding set of conditions to find in one place.
And They Need Kelp

Sea otters are most closely associated with canopy-forming kelps, principally the giant kelp Macrocystis and the bull kelp Nereocystis, and the relationship runs both ways.
The kelp gives them somewhere to rest without drifting, cover from predators, and a habitat teeming with the invertebrates they eat. In return, otters eat the sea urchins that would otherwise graze the kelp forest down to bare rock, which is the textbook example of a keystone species and the reason otter absence turns kelp forest into urchin barren.
Those canopy kelps need cold, nutrient-rich water and hard bottom, and the North Pacific rim provides both in abundance.
Why The Atlantic Was Never An Option
Put those requirements together and the one-coast distribution stops looking accidental. The only sea route between the North Pacific and the North Atlantic runs through the Arctic, which is ice-covered for much of the year, largely too deep for a bottom-feeding diver, and unproductive in the specific way sea otters need. An animal with no blubber and a metabolism like a furnace is a poor candidate for a long journey through Arctic water with nothing on the seafloor it can reach.
The Atlantic seaboard also lacks the combination the Pacific rim supplies. Where it is cold enough it tends to lack the extensive shallow kelp-and-urchin system, and where the shelf is broad and productive the water is warmer and the kelp canopy is absent. The North Pacific happens to stack all the ingredients along one continuous arc from Japan through the Aleutians to Baja.
The Fur Trade Nearly Finished It
The distribution we have now is also a fraction of the historic one, and the reason is the same fur that keeps the animal alive. The species once ranged continuously from Baja California up the coast, through the Pacific Northwest and Alaska, and across to Russia and Japan. Commercial hunting for that pelt reduced a population in the hundreds of thousands to perhaps a couple of thousand animals scattered in remnant colonies.
California's population survived as a group of around fifty animals on the Big Sur coast, which is the ancestral stock for every southern sea otter alive today. The current southern population averages around 3,000 and runs roughly from Half Moon Bay to Coal Oil Point near Santa Barbara, and the subspecies has been listed as threatened since 1977.
The Range Has Stopped Expanding

California's otters recovered and then stalled, and the reason is a predator rather than a habitat limit. Long-term study of the health and causes of death among southern sea otters has found that the most common primary cause of death is shark bite. White sharks do not appear to be eating them so much as biting and releasing, but an otter with no blubber and a thin body wall rarely survives the encounter.
The same dynamic appears further north with a different predator. Orcas were linked to substantial sea otter declines across the western Gulf of Alaska and the Aleutians from 1998, with the suggested mechanism being that as preferred prey such as seals and sea lions declined, otters became a less preferred but available target.
The Short Answer

Sea otters live on one American coast because they evolved on one ocean rim two million years ago and every part of their biology has since made moving impossible.
They have no blubber, so they need water cold enough to justify the fur but productive enough to fuel the metabolism that replaces the fat. They feed on the seabed, so they need shallow shelf. They need kelp for shelter and for the invertebrates it holds. And the only route to the Atlantic runs through an Arctic that offers none of it.
Which makes the Pacific coast less a preference than the only address on Earth that meets the specification.
