It actually began as a city on the other side of that same river, but after a mere decade, it was moved to its present location without explanation. (In 1615, Father Roque González de Santa Cruz founded a town in Argentina called Anunciación de Itapúa along the edge of the Parana River. Ten years later the settlement was moved to the other side of the river and it became the city of Encarnación in Paraguay)
