In fact, the most common belief is that a local official actually named the town, as he was born in a town with the same name in the Keystone State, and for a time lived in a town with the same name in another state. (Historical evidence suggests that the postmaster, Samuel Neff, completed the official papers for the town and selected the name Moscow)
