It was once (for the most part) just a simple village, then it was declared the capital and government-types moved in. (Under the reign of King Norodom, the Royal Palace was built here, and it soon became the permanent seat of government) Clue #2

That initial governmental move proved just the beginning, as one-half-century later, agricultural improvements, upgraded transportation facilities and a new port pushed it onto the world stage. (Once known as the Pearl of Asia, it was French Colonialists that expanded the canal system, constructed roads and built a very functional port on the edge of the Mekong River)
